Panning refers to the horizontal movement or rotation of a film or video camera, or the scanning of a subject horizontally on video or a display device. a action shot is when you take a picture of people in action not just sitting there.
Blurred action is when there are moving fast enough that there are a little blurred.

Where is your text as requested on Moodle?
The panning shot the background should be in focus. It's actually an ok action shot.
The blurred one actually looks like focus blur not motion blur. Only the action should be blurred and the action should have MOTION blur ... the background should be in focus.
